Raven currently serves as Associate General Counsel at the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) in Washington, D.C. where she primarily advises on federal, public and private sector labor law matters. She also advises affiliates on state and local policy matters and Article XX and XXI disputes. Prior to joining the AFL-CIO, Raven was in-house counsel at the International Brotherhood of Teamsters (IBT) in Washington, D.C. where she advised the Public Services, Cannabis and Dairy & Food Processing, and Port Divisions. She also served as legal advisor to IBT’s Human Rights and Diversity Commission.
Previous to the IBT, Raven was an Associate at a Washington, D.C. law firm where she represented federal employees and labor unions in employment discrimination litigation, and served as outside counsel to the National Labor Relations Board Professional Association (NLRBPA). She also spent five years as in-house counsel for the National Treasury Employees Union (NTEU) - a labor union representing federal employees at over 30 government agencies, where she negotiated numerous national collective bargaining agreements, and represented the union in arbitration, mediation, impasse, and unfair labor practice proceedings. Before commencing her legal career, Raven was actively involved in the labor movement as an
undergraduate student at Cornell University. At Cornell, she was a member of the Cornell Organization for Labor Action (COLA) where she assisted the United Automobile Workers (UAW) in organizing and mobilizing workers, students, and faculty during the “Justice for Cornell Workers” livable wage campaign, and the “Five Cents for Fairness” campaign launched by the United Farm Workers (UFW). After graduating from Cornell, she still remained involved in social activism, and began working as a Research Analyst for the Hotel Employees Restaurant Employees (H.E.R.E.) International Labor Union. Along with these experiences, Raven also obtained valuable experience while a student at the George Washington University School of Law, and worked as a Law Clerk for the International Union of Electronic, Electrical, Salaried, Machine and Furniture Workers-Communication Workers of America (IUE-CWA) and the National Air Traffic Controllers Association (NATCA). Raven is licensed to practice law in the District of Columbia and the Commonwealth of Virginia.
